Scotland has the most ambitious targets to reduce greenhouse gas emissions of any country in the world. Our local authorities and other public bodies have a major part to play in making sure we reach them.
Yet the Scottish government isn’t going to require them report on what they’re actually doing to reduce emissions. So it will be difficult to monitor their performance and overall progress.
